We are pleased to announce the publication of the CINS Recommendation Paper – IMDG SP188 Lithium-Ion Batteries
The Paper is the product of detailed contributions from Members of the CINS Lithium-ion Batteries SP188 Work Group, which shaped this concise, decision-focused case for regulatory attention.
SP188 was originally intended to facilitate the movement of products presenting limited risk. However, the rapid growth in lithium-ion battery uses and shipment volumes has changed the context in which this exemption operates. Limited transparency surrounding SP188 cargo is leaving maritime transport increasingly exposed to fires, explosions and related incidents, while creating operational, human and insurance risks.
The Paper recommends retaining SP188 only as conditional relief where the maritime transport chain has effective visibility, traceability and control. It also presents options to strengthen declarations, improve end-to-end transparency and control the accumulation of batteries at cargo transport unit level.
Our aim is for the the Paper to support informed discussion among Regulators, Flag States, Governments, Carriers, Terminals, Insurers, Industry Associations and NGOs – and to contribute to comprehensive reform that better reflects today’s maritime safety needs.
